Captain Richard Howard has served the public for 22 years. He began his law enforcement career with the Texas Department of Public Safety in 1994 and retired honorably in 2017, after rising to the rank of Sergeant. During his tenure with the Texas Highway Patrol, Captain Howard had the opportunity to work in different organizational elements within the department. Captain Howard was assigned and stationed with the Highway Patrol in Orange, Jasper and Huntsville. Captain Howard was also assigned to the Texas State Capitol as a supervisor over a patrol shift. In January 2017, Captain Howard joined the Orange County Sheriff’s Office and is in charge of the Patrol Division. Captain Howard holds a Bachelor of Science degree from Lamar University in Criminal Justice. Captain Howard is also retired from the US Army Reserve and had served in Iraq.
