Chief Deputy Richard Howard brings over 30 years of combined military and law enforcement experience to the Orange County Sheriff’s Office. A graduate of Lamar University with a Bachelor of Science in Criminal Justice, he has built a career focused on steady leadership, responsible planning, and service to the community.
Since joining the Sheriff’s Office in 2017, Chief Deputy Howard has helped guide key operational improvements, including enhanced emergency planning and the launch of the agency’s drone program. He also assisted in coordinating response efforts during major weather events such as Hurricane Harvey and Tropical Storm Imelda, working to ensure personnel and resources were deployed safely and effectively.
Before his time in Orange County, Chief Deputy Howard served more than 22 years with the Texas Department of Public Safety, where he held supervisory roles in both Highway Patrol and Capitol operations. He managed patrol teams, planned law enforcement responses to emergencies, and contributed to state border operations focused on combating human trafficking and narcotics smuggling. Additionally, he served as a certified police academy instructor, helping train and mentor new officers across Texas.
Chief Deputy Howard’s public service began in 1983 with the United States Army and Army Reserve, where he served until 2009. His military assignments included duty in Korea and two combat tours in Iraq. He served in various leadership roles, including Senior Enlisted Infantry Advisor and as part of a Human Terrain Team supporting coalition operations. His military commendations include the Bronze Star Medal with “V” Device for valor, a second Bronze Star Medal for meritorious service, two Meritorious Service Medals, and two Combat Infantryman’s Badges. While honored to have received these awards, Chief Deputy Howard views them as a testament to the teamwork and shared commitment of those he served alongside.
He credits his military experience with shaping his approach to leadership—focusing on preparation, accountability, and serving others with humility. These same values continue to guide his work in law enforcement.
